The Civic Center project consists of a 20-story tower, a 4-story city council wing and a 100 foot diameter rotunda over one level of subterranean parking. The high water table and poor soils mandated the use of driven, precast piles and a structural slab on grade to resist hydrostatic uplift forces and to mitigate the effects of liquefaction. Structural steel
used to frame the above grade structure and cast-in-place concrete is utilized for the perimeter walls, plaza slab and structural slab-on-grade. A dual system consisting of concrete shear walls and steel moment frames resist the lateral loads in the buildings.
